The correct meaning of the article 16(4) of Constitution: The social and educational backwardness is related to the group or collection of people. The income or property as an economic source is related to an individual or a unit. Reservation under article 16(4) is a collective or group of people means caste, it is not meant for an individual means economic base. Income or property or poverty is purely a matter of an individual or personal. But social backwardness is a matter of others. Economic source or income-base of backwardness needs an age related eligibility means 18 or 18+ year. But social-base of backwardness is by the birth.
Therefore, the supporters of economic reservation are misinterpreting (including Minister of Finance) the article 16(4) of Constitution regarding the criteria of reservation.
