Call for papers for a Two-day National Seminar
On “GOVERNANCE AND DEVELOPMENT IN MIZORAM: ROLE OF MULTIPLE STAKEHOLDERS AND PUBLIC POLICIES” On May 9-10, 2019 at the Dept. of Political Science, Mizoram University, Aizawl.
This seminar programme is being sponsored by the ICSSR (IMPRESS), New Delhi.
Background: Of late, the Northeast Indian (NEI) state like Mizoram has emerged as one of the most peaceful states in the country. Apparently, there prevailed social harmony among various communities in the state. Given its rich cultural heritage and conditions of good polity, the state is expected to perform better in terms of various developmental indices. Despite high literacy rate, pleasant climatic conditions, fertile soil system and hard working women, the state and its people are yet to achieve expected development. Mizoram, since being considered as the natural ‘Gateway’ to the Eastern world (ASEAN), is supposed to derive optimum advantages in terms of border trade and tourism through the implementation of the Act East Policy (AEP) in the last few decades. However, nothing substantial has been the experience of the state and its people.
Viewed in this backdrop, certain questions are being raised and debated on the issues and concerns of development in different circles within the state and beyond. Perhaps, the term ‘development’ has been understood differently by different people. More so is the case, in the era of globalisation. Global agencies have had serious implications on the development of states and regions in the country. While the national state is there to affect the development of NEI states and their performance quite certainly, Mizoram has been feeling aggrieved on account of improper governance. For, its development has been linked with local factors and non-state actors that got engaged in the governance of state. Although various governments have been initiating multiple schemes and implementing range of developmental projects, which stem from both the union and state institutions, governance in the state of Mizoram is yet to pick up requisite pace. Of course, multiple stakeholders are there to play their due role in the process of governance so as to ensure economic growth and social development.
This seminar is aimed at evaluating and estimating the contribution of various such stakeholders who have had their share of involvement in the process of governance. Besides, various public policies that were attempted by both the state and central governments in the recent past can also be deliberated from different perspectives. Ultimately, the purpose of this national seminar is to identify the issues and challenges of governance and development in the state so that certain remedial measures could be offered for the consideration of policymakers ‘within’ and ‘without’ Mizoram.
The national seminar will broadly focus on the following themes:
1. Governance and Development: Theoretical Dimensions
2. Governance and Development: Globalization Era
3. Governance and Development: Indian Context
4. Governance and Development: Northeast Indian Experiences
5. Governance and Development: Multiple Stakeholders
6. Governance and Development: Public Policies
7. Governance and Development: Mizoram Experiences
The abstracts (400 words) can be submitted by 31st March 2019. Based on the selected abstracts, the full papers (4000-5000 words) can be submitted by April 30, 2019. Selected paper presenters will be provided with local accommodation and surface travel allowance, as per the
